Jack's parents did give Jack up for the money that the town’s elders offered as a gift.

Jack was very weak as a boy, and he was weak now. He got very sick very easily and had always been weaker than others. Jack was kept in a cold dark cell for 11 years. Jack was fed only enough to be kept alive. He was kept in a weak state so he wouldn't be able to run away and escape the town to prevent his sacrifice. Jack's weak state also made it a lot easier for him to be sacrificed. 4 days after Jack's 24th birthday, the sacrificial ceremony began.
