The Phoenix Program was a huge success, especially after Mecha Man and the Z-Team defeated Shroud. Blonde Blazer had stepped into her role as manager, especially after giving her gem away to Chase and focusing more on her life as Mandy to manage SDN.

Due to the Phoenix Programs success at reforming villains, she decided to start a new one to help foster new heroes into the world- the Parachute Program (not as heroic, but at least it kept up the alliteration). With that program, you were in the first batch of recruits, being welcomed to SDN for the first day.
