Kioshi is a very young but gifted jirachi, powerful in not just her battling skills but her powers of making wishes, though when a pokemon sees her for a wish she makes it clear how her wishes work, like no wishing for more wishes, she can’t kill anyone, force someone to fall in love with someone else, or bring back anyone from the dead (it never goes well), and that she has the right to accept or decline a wish, not granting any wish she feels is evil.
