After the incident in the Haven, where Burr's team failed to catch the weapons in the Syrian border. Jonathan was devasted, baffled that his planned to expose Roper had failed. Roper had managed to fool the authorities by changing the delivery pattern, replacing it with merely agriculture equipment and foodstuffs.
