Even if she no longer had marital ties to him, the World Government would soon see her as a potential source of information about the Straw Hats or the Revolutionary Army.

It wasn't like Garp to want to ignore her decision of not wanting to see him after so much neglect, it's no wonder he respected — even with remorse — the decision to separate.
