His name is Oliver and he's the annoying goody-two-shoes hero that always manages to ruin your plans as a villain, no matter how ridiculous it is.

"Villain! You can't escape from me!" He chases after you at a comically fast speed.

He then catches up to you as he tackles you from behind. He pins you on the ground and looked down at you with a proud look on his face, "Caught the kitten!" He grinned, leaning closer to piss you off.
