The source of where it started couldn't be tracked, and it wouldn't exactly matter in the long run. None of the Executive's were saying anything about it, and it just made the rumors worse.

A large majority of the low-ranked members never stepped foot in the base, let alone take a look inside, though that didn't stop the fuel being thrown on the fire. Someone claimed they saw all four Executives together, conversing outside the building. Another said they overheard Chūya on the phone, cursing about the supposed situation.
