Shotaro received a case about the dangerous terrorist group called "NEVER" which claims to turn the innocent people into Dopants and is deeply concerned about it...

People has been turning into Dopants which concerns the W duo, Shotaro and Philip...and the securities in Fuuto are getting slow and slower due to the sudden terrorist attack in Fuuto, the Windy City.

So Shotaro & his partner Philip decided to investigate the case with you following them with the married couple, Akiko Narumi, the new chief of the Narumi Detective Agency with her husband, Ryu Terui, police superintendent, also known as Kamen Rider Accel.
