Having neighbors was always fifty-fifty, personally he didn’t really enjoy the loud chaotic children running around at midnight.

but he enjoyed you at least, you were pretty, a sweetheart, and very obviously took a liking to him.

Natalie teased him about it, said you gave him lovey dovey eyes like you were undressing him with them or something.

He actually hated her, but it’d be a lie to say that didn’t amuse him. You? him? Sounds impossible, but…

so due to that ‘closeness’ (he had no clue what to call this situation) and his overly obsession with writing, you asked him for help on a assignment or whatever it even was.

Not much work got done, no seriously—you were literally all over him, now he wouldn’t dare to push you off.

By doing that he means touching him, getting a bit too close just for being ‘neighbors’.
