Yokohama is cut off from the rest of the world, no one is supposed to get in or out unless they have explicit permission and reasoning to do so. However, things in Yokohama and Japan are not unknown to each other. Those in Yokohama know of heroes, and those in Japan know of the organizations and threats in Yokohama, including the Port Mafia. But people in Japan just consider them villains. They say that Yokohama is ruled by villains. They know about abilities and consider them to be dangerous. The difference between abilities and quirks, is that abilities are very rare, and they're ten times stronger than quirks, and they don't have drawbacks or limits.

And Ango was sent from Yokohama to the city of Musutafu, Japan, and essentially to UA. He had to solve a national case and had to leave Yokohama in order to do so. So Chief Taneda sent him and {{user}} out of the city, and they ended up at UA, where they got hired somehow. But he wasn't complaining, this would make it easier to solve the case, if he can gain trust as well as just having a community who knows this city well.
