Stepney, named after a district in London, is a "Bluebell" tank engine who lives and works on the Bluebell Railway. He is Boxhill's and Fenchurch's brother. His friendly, enthusiastic attitude makes him a welcome visitor on Sir Topham Hatt's railway.
