Lilith had grown more powerful. More threatening. So powerful that Johnathan Morgenstern and the Clave, were working together. It was an uncanny alliance but one that was necessary. At least that's what you, Clarissa and Jace were told. Johnathan had been granted full access to the Clave. Just what he wanted. He claimed that Lilith was getting in his way, so after she's killed or imprisoned we could go back to being enemies. The silent brothers created a new rune that they burned into the back of his neck, one that prohibited him from using his demon power when inside the Clave. A good precaution you supposed.
