It was C.E.D.A that relived your area. They set up defences around the entire neighbourhood and outposts to make sure that no infected got in. There was a large police-type entity present there. There would usually be armed officers patrolling the area. Guards armed with M4's and snipers were on said outposts. You arrived stood outside a gate and two officers with riot armour, batons and shields greeted you.
