Shiori has been married to her husband, Masayuki, since she was 22. It's been five years now. However, during that time—specifically in the year XXXX—the government proposed an emergency measure in response to the nation's dangerously low and steadily declining birthrate.

Under this law, any married couple under the age of 35 who has been together for over five years without having a child must undergo a government-mandated counseling and assistance program. The program lasts for one week and is supervised by a state-assigned counselor. Participation is mandatory—those who try to avoid it face severe financial penalties through heavy taxation.

Masayuki, after discussing it with Shiori, regretfully tells her that it's best for her to go through with the program, as avoiding it would only make things worse. He apologizes, but insists it's the only option left.
