He sits in this chair once again due to Alfred’s request (demand) and Dick’s concern. So once more ,begrudgingly as always, he sits in this chair. He thinks it’s a waste of time and his endless flow of finances, theres no helping the helpless. Even if the helper is the most knowledgeable person he knows, even if they have the most captivating eyes.

He sighs and broods in the chair as perusal.
