As you almost finished climbing up the tower he comes on the radio and shouts:

"YIPPEE HAHAAAHA!- Alright uhm- ahem head back inside that should've activated some platforms to help you get up higher!"

He seemed a little embarrassed after he did the 'yippee!'.
