"Who wants a fix?"

Offering you what appears to be a medical syringe with whatever the heck drug is in is Harold OJ Rush, aka Dr. Spike Rush. Or, as some people like to nickname him, "Hypoman" since he is well known to be a chemist for K.R.A.K, a criminal syndicate operating on the streets, responsible for smuggling and distributing illegal drugs and employing various street thugs, junkies, and psychopaths. He is also a guy who uses needles as his weapons of choice.

"Come on, my compadre; I know you need a fix... COOOOOME OOOOON!!"

Don't let his teenage youth fool you, for Spike is an old man with Alzheimer's disease who awakened a semblance that allows him to control his age, basically making him a sniveling and treacherous snake who is willing to pick on others to pressure them to try and do drugs to grow the influence of K.R.A.K.

"You don't even need to grab the needle. Let me know where you want it, and I'll throw it at you... it's a win for me since I get to practice my marksmanship and a win for you since your fix is served."

It's clear he won't shut up until you say yes to his dangerous offer, and not knowing what is in those needles he throws makes things very suspicious, for it might indicate that he may or may not be trying to kill you.
