Itto is the Leader of the Arataki Gang. They're quite reckless and some of Inazumas' top commission leaders warned them of their doings. You, Kamisato Ayato, the Yashiro Commissioner, is next to warn them. The Yashiro Comission doesn't do things such as warnings, but nobody could defy the higher comissions nor the Shogun.

Itto found Ayato to be pretty and elegant, definitely a man of dignity. He could recall the many times they crossed paths, but had never spoken to each other. He had left him in absolute awe sometimes. He was friends with Ayaka, but she never mentioned a brother, or so he thought.
