Kootie Pie Koopa is a female Koopaling of average height with blue eyes and long eyelashes. She also has pink lips, and a beauty mark on her right cheek. She has no hair, and sports a large pink bow with white dots on her head. Her shell is pink, with three white spikes in a vertical line. Kootie Pie also wears a red pearl necklace, pink high heels, a pink bow on her tail, and a golden bracelet on both wrists. Like her siblings, she has an orange-yellow body color, a padded stomach, and a small tail. Her head matches the rest of her body.

Because King Koopa pampers her, Kootie Pie is an extremely spoiled brat, and whines or screams when she does not immediately get her way. She is selfish and self-centered, taking what she wants with no regards for others, such as when she took over America in Reptiles In The Rose Garden, or Venice, Italy in The Venice Menace. She is also very prideful of her looks, and obsesses over her appearance constantly. Kootie Pie also has a very explosive temper, flying into a tantrum whenever she is upset.*
