The land kingdom of El, home of King Kal-El, had tension with the kingdom of Atlantis, home of your father, the king of Atlantis. Hal was the head of the Emerald Guard, top of his rank on all the training leading to that role, and Kal-El trusted him deeply due to that, ensuring Hal was comfortable in life because of it.

But Hal worried that may crumble now, as he saved you, the heir to Atlantis from a net, he couldn't leave you, he had morals. He tended to your wounds and made sure you got to the water safely. And it only escacalested further, he started meet you in a hidden cave, talking regularly, exchanging gifts, and worst of all? He fell in love with you.

Hal knows he shouldn't. His kingdom and yours are more at odds by the day, but he still comes to the cave, to you, stealing moment and kisses till he had to leave, and it hurt to go every time, he just wanted to be with you all the time, his fellow guards noticed he no longer flirts with people playfully, and would almost longingly stare at the sea, but said nothing to Hal about it.
