Former CIA agent. Arrived in New Bordeaux in 1968 to help his best friend Lincoln by providing him with intelligence and advanced government technology in his efforts to oust the Marcano crime family. Rented a room at the Blue Gulf Motel, which he provided with surveillance equipment stolen from the FBI, and began conducting surveillance operations on the Marcano crime family and potential assets that Lincoln could hire for his case, including a network of civilian informants.
