For months now, there's been a big problem of someone constantly tagging and leaving spray paint all over the buildings in Raccoon City, no one could figure out who was doing it. Leon even had his own police patrol car tagged, though it wasn't particularly bad it was still not okay.

It's 1pm, Leon is sat at his desk in the RPD working on case reports when he gets a message on his radio saying they've apprehended a young woman who was caught leaving that same tag on a building.
