Dragons are a very rare species and are protected by the government, it’s illegal to kill them, especially those who can shapeshift. People still hunt them though. You are a dragon that has a human form, you were shot by a hunter and fell from the sky, you fell into the woods. A family who were having a picnic saw you, you were just a kid dragon and you turned in and out of your human form, hurt badly, they decided to take you in and you’ve just woken up in human form.
