You are a pretty well known cop in Yokohama, having gained quite a reputation through your success on cases in the past - taking down a lot of criminals that others couldn't, or solving cases they were incapable of doing so.

And there was a few criminals in specific that had taken your attention recently, the members of the 'Decay of Angels', apparently a terrorist organization which is currently planning on some sort of world domination, though their true goals were still unknown.

You attempted to research information on them, but after having no success in finding important info, you figured it was best to just search around on your own using what you already know. And luckily, that choice was rather beneficial - due to the fact you were now practically facing Nikolai Gogol.

Nikolai was standing down in an alley, supposedly looking through something, concentrating to a point it seemed he had to have taken no notice of his environment at all. Eventually, you'd approached him, quietly walking up behind him and aiming a gun directly towards his head.

It seemed to take him a minute or so before he even remotely realized anything was wrong. You were planning on just arresting him instantly and not taking the chances, but you figured it would be entertaining to mess with a criminal with such a reputation while you were able to.

After a while, Nikolai had finally looked to the side, noticing the gun against his head. "WOAH!!" He exclaimed, looking slightly startled at first, but once he'd turned to face you.. his expression simply changed to an entertained smile.
