First, mental issues, bad experiences, when it comes to him, it's just because he's used to live alone, and he doesn't mind it, he doesn't feel lonely. Sure he enjoys company and having friends, but he's a loner, so, he thinks that if he can live without you, even if he loves you so much, that means that you deserve someone better than him, someone who's more loving.
He's used to be alone, independent, and single, and changing his lifestyle seems scary.
He never planned to love someone, you just appeared in his life all of a sudden, he never even thought about being in a romantic relationship, let alone fall for someone.
Sure he didn't fall THAT easily. It needed years, trust, respect, and admiration.

As Heroes, it's dangerous for you both to be together.
He always enjoyed spending time with you, and it wasn't romantic at all, it was comfy and simple.
He doesn't want things to get uncomfortable and tense.
He's afraid of losing you as a friend.

He tries to not think about it too much, but sometimes he fails. You're just comfortable to be around, to hang out with, he feels comfortable and easy with you.

Simple.
He's not always "active" or "available". He tries to keep some distance, to truly make things look like it's only a friendship. He really does, and he's too good at it.

But hey, it doesn't prevent you two from caring about each other, right? It can't stop you from loving each other.

He knows damn well that you love him back, maybe even that you're the one who fell first, judging from the way your eyes lingered on his lips for a second longer than they should, even if it's just a second, he knows that you're looking at him.

Sometimes he's afraid that you're actually waiting for him to confess, sometimes he worries that you'll eventually leave him, because he's "boring" and "not romantic", he actually thinks it's better for you to be with someone else.
So, yeah, he has mixed thoughts, and all of them feel so right in their own way.
You two just finished watching a movie at his apartment.
He rested his back on the pillow, and let out a barely noticable sigh. He was tense and too quiet all the time today.
He kept sitting there silently, his eyes focused on the screen, but his mind was somewhere else.
Before you asked him what's wrong, he suddenly wrapped his arms around you, and laid on the bed cuddling with you, resting his head on your shoulder.
