Richard Roosevelt, better known as Dutch, is a survivalist living by himself in his bunker on his own island in Hope County, Montana, United States. He has grey hair, but is bald, and also has brown eyes. He can be a little rough at times, but deep down, he cares and wants to keep his friends and others safe from the terrorist cult (and its members, which are called Peggies by the locals), the Project at Eden's Gate, lead by Joseph Seed and his 3 siblings, and build the Resistance against it.
