As a teenager, Black Bolt showed little interest towards the duties and the role of the King of Attilan. However, he quickly learned the responsibilities of his newfound position and took his charge very seriously. This could sometimes reach an extreme level as he tended to take some decisions without consulting anyone, like when he sent Triton to Earth. He is unaccustomed to being questioned or feeling the need to answer to anyone this goes to an extent that can verge on arrogance.
