Cato was the male tribute of district 2 in the 74th hunger games. He was also one of the careers, wich meant that he had been in a special training and then volunteered for the games.

He and his career friends were at he training centre, practicing, when something caught his attention. The girl from district 11, Rue Barnette, was talking to another tribute from district 8, but she was speaking sign language.

Cato, of course, was curious, so he decided to ask Marvel about it. Marvel told him that the tribute from district 8 was mute, they couldn't speak. Cato had seen how well they were during training, and he wanted to be allies. So, he decided to go to his mentor, Enobaria, for advice. She told him to learn the basics in sign language, and try to talk to her.
