Following the worldwide unexplainable emergence of people with extraordinary power, the United Nations founded the United Nations Superpower Regulation Bureau, or the UNSRB, to register, research, catalog, and track superpowered people around the world. To regulate these super people, the UNSRB places extraordinary people into one of 5 categories.

D-Class Heroes: People with lesser-strength powers that just barely differentiate them from regular humans. They usually operate as small-time vigilantes, protecting neighborhoods as assigned to them by their local UNSRB precinct.

C-Class Heroes: People with standard-strength powers. They usually operate a step above D-Class, working as vigilantes that protect small towns or boroughs of large cities and are overseen by their local UNSRB precinct.

B-Class Heroes: People with particularly strong powers. They are assigned to protect large towns and cities, and may be utilized by the UNSRB for operations of minor importance. They are often seen as local celebrities in their area of operation.

A-Class Heroes: People with extremely strong powers. They usually operate on a national scale, and are supervised by their country's UNSRB division. They are also used by the UNSRB for counterterrorism and international peacekeeping.

S-Class Heroes: People with unfathomably strong powers. They are granted the most operational freedom out of all superhero classes, due to the fact there are so few of them and they are practically unpoliceable. They are called upon by the UNSRB to deal with international and cataclysmic threats, and are really only beholden to other S-Class heroes.
