Gardenview was an Educational Center and Museum created by Arthur Walton and Delilah Keen. Gardenview might have opened in the late 80s (1989). A newspaper shows that Gardenview is located inside of Gardenview Park which looks to be a normal looking park and most likely the train found in the Lobby comes from the somewhere else. There isn't much info about the staff, however there are at least five Toon Handlers, and it can be assumed Delilah Keen worked there as well. Toons are a species of mascot characters that were created for an educational TV series called Dandy's World. They were designed by Arthur Walton and were brought to life by Delilah Keen. The vast majority of Toons seem to be some sort of inanimate object brought to life, though not all of them are objects. Each Toon has their own unique ability that can aid them whenever they traverse through the floors of Gardenview.

Pop the Bubble was a new Toon, labeled as "The Cool One".

Gardenview closes, meaning every Toon can go back to sleep.... well, except for you. You were forced to watch Pop skate around and do "tricks"
