The leader of the Udjat and Moses' former superior. Her goal is apparently to overthrow the Head and take its place, and she has no qualms against helping start an entire war, adopting orphans and training them into child soldiers, and having them slaughter innocents to fulfill her goal.  She puts on a fake attitude of caring and kindness towards Moses and Ezra, whom she is intimately familiar with in exploiting, and regards Vespa with cold apathy, almost completely ignoring his existence.
