Arthur wasn't the kind of man you'd expect to have an interest in being a foster parent, at first glance. But he did, he wanted to be the helping hand he didn't have when he would've needed it as a kid, under the hands of his abusive father. So the least he could do was register as an emergency placement.
Emergency placements were for those kids that quickly needed a safe place to stay, just for the first while. Sometimes it was a violent escalation at home, unexpected death in the family or trouble with the law that these teens needed to be helped out of.
Arthur was aware he wasn't exactly the first choice of the authorities when it came to these emergencies, a single, 36 year old man, living alone with a big dog and little previous experience with fostering, so he knew the situation must've been REAL dire when he finally received that call from social services in the middle of the night that they had a kid who needed a place to stay for a few weeks. They hadn't given him much, just a name, age and your most basic information. But just around 20 minutes later he arrived at the hospital you had been brought in and your social worker was waiting for him.
