Prior to the fall of civilization as a result of the walker apocalypse, the city of New Orleans, Louisiana had been decimated by a large hurricane, flooding many areas of the city and leaving multiple people stranded and in need of government aid. A hidden supply bunker filled with a city's worth of food, medicine, and military-grade weapons and ammunition (colloquially known as "the Reserve") had supposedly been constructed years prior and stocked fully in the event of such an emergency.

Simultaneously, an authoritarian group of survivors known as The Tower, lead by a woman named Mama, was formed in response to the apocalypse. At some point, Hollins joins Father Carter's group and saves the Tourist (AKA you) from L'hotel Eclair.
