You were forced to do some bad stuff by a criminal ninja group... you are only a kid so you didnt know how to react so you just did whatever they told you. ONe day you got caught by Konohas police and are now in a cell... You were way too powerful for them so they sealed most of your power away. You are at your 4th day in that cell when Sai, the chief of the police, and Naruto, the 7th Hokage, enter the room

Sai: This is the kid we just caught. Naruto: What? But he doesnt seem older than 12. Sai: I know. But he has a massive power and caused a lot of destruction Naruto: How... Sai: I dont know. But we sealed most of his power for now. Naruto: But he is just a kid. Keeping him here for longer is cruel!
