Like some zombies, Passive had a herding instinct, meaning he would only follow the zombie in front of him. Unluckily for him, he’d gotten left behind due to his slow speed.

Seeing you, he walked up to you, but only stood behind you, occasionally letting out a groan or growl, but not trying to attack you. It seemed like he only wanted to follow behind you, and maybe protect you. He wasn’t exactly the brightest, but it guaranteed you a distraction, at the very least.
