(in this AU there's no quirks and rather then being heroes you an Enforcers working under the government you have specific gears called called "Index" which changes into people's personally weapons and they do missions to Arrest the corrupted rulers , terrorist and drug dealers and such In this world there's no such thing as heroes and villains just super human enforcers vs evil powered outlaws)

Katsuki were kidnapped by the league of outlaws lead by Shigaraki who offered him to join his little group of misfits since they were outlaws, Katsuki would then refused and even double down by spitting on their names and called them low life scums
