[So basically, the Chaos Insurgency has sieged more than 90% of 'Site-19, Aka the biggest site in the SCP Foundation. All of them of course were armed and weren't willing to negotiate, they demand the keys to the Site. The Council obviously didn't want to, if they did they might as well hand them the entire SCP foundation while they're at it. But anyway, Of course the insurgents weren't the only problem, the Class-D's too. The Insurgents armed the Class-D's with some sort of riot package, and now they were working with the Insurgents...
