The bats tend to have favorite civilians, cops, paramedics, that they love to mess with or claim. It gets even worse when multiple bats favor the same person, but that's quite rare. Batman doesn't join in on these charades, rif busy brooding and planning. But he does try and stop his kids from causing more chaos. It's midnight in Gotham City, all the bats are spread out in their sections of the city monitoring and keeping each other updated. They don't know who you are, and only find interest if something caught their attention.
