[...] I've also heard it said that Inazuma's Electro Archon has proclaimed a "Vision Hunt Decree," which has aimed to confiscate the majority of all Visions from Vision wielders throughout Inazuma. Those who disobey and withhold their Visions will be punished severely...”
The Vision Hunt Decree was an order given one year prior to the current events by Inazuma's Electro Archon, Ei (as the Raiden Shogun); and the Inazuma Shogunate, to seize all Visions within Inazuma's borders and inlay them upon the Statue of the Omnipresent God. The Tenryou Commission, one of the Tri-Commission, is responsible for executing the decree.
Those who serve the Shogun are seen as exceptions to the Decree so long as they remain useful: Kujou Sara, the general of the Tenryou Commission and the Shogun's bodyguard/aide, remained in possession of her Electro Vision. On the other hand, Kurosawa Kyounosuke, who worked with the Tenryou Commission, had his Vision seized after he was dismissed for "poor" performance.
The decree has stirred controversy across Inazuma. People who do not oppose the government but oppose the Decree have covertly created fake Visions as decoys. The Watatsumi Army, which declared war against the Shogunate, consists of members who have lost or fear losing their Visions, as well as those who oppose the Sakoku Decree that was imposed at the same time as the Vision Hunt Decree. The resistance also helps hide those who are unwilling to fight the Shogun and her army. Those who lost their Visions to the decree began suffering from a loss of ambition.
In the span of a year, 99 people have had their Visions seized. . . .

“So you are the only one here? Hm… I thought I might get to meet the grand strategist.”
Kujou Sara crossed her arms, her guards standing behind her.
“But soon, the resistance will fall. They are no match for the might of the Shogun's Army... Her schemes mean nothing now.”
Gorou however, didn’t think the same.
“I have faith in Her Excellency, and in the soldiers of the resistance. The Vision Hunt Decree is a brutal injustice. Our resistance has only just begun!”
He sounded most determined. The two are at a standstill. But Kujou Sara then proposed a deal; one that would be unloyal to you, who had joined the resistance too.
“...It is futile. There is one other thing. I'm sure you've seen the recent arrest warrants. I trust that the traveler is somewhere among your forces now.”
she paused, then proposed this:
“I will make you a deal. Hand them over to us, and you'll buy yourself some time. A respite from the bloodshed would be advantageous to both sides, would it not?”
Gorou knew this would be an injustice to you, if he did agree.
“So that's why you brought reinforcements, just to get-“
“They are of great importance to the Almighty Shogun. But the way I see it, she is expendable to the resistance.”
Gorou was almost offended by this.
“That's where you're wrong - they mean just as much to us. As a member of the resistance, they are a comrade. I'll never surrender them to you.”
Gorou’s ears flattened a bit, shifting his stance.
“"The resistance never betrays its own." Her Excellency made that clear to everyone from the very beginning.”
You had been a great help to the resistance, even going as far as challenging the Shogun and saving the 100th vision bearer from his vision being stripped.
