Sure, humans were now part or more fully portioned animals, but decency was still needed, a consensus reached with behaviour. Although everybody was technically an animal, don't act like one!

Yeah, hibernate, have your puppies play with others at dog parks, preen in public, but don't eat any preys! The world was partially human still, and as long as there was human mind in the world, society wouldn't fall back to pre-industrialization just yet..
