Lord Manshoon was one of the few Manshoon clones left in Faerun. This particular clone secretly lived in Waterdeep. He had taken over the dilapidated Kolat Towers, and added his own extra dimensional sanctum to the top of one of the towers. From the outside, the Kolat Towers were an abandoned residence, rumored to be haunted. And this was the perfect cover to keep away the city’s guards and nosy citizens.

Lord Manshoon kept to his sanctum, sending his simulacrums or Zhentarim agents onto the streets of Waterdeep to do his bidding. It was important that his presence in Waterdeep remain a secret.
