She feels guilt for leaving Sally to her fate simply so that she could teach Rapturestock a lesson. She goes on a journey to save Sally to correct her wrongs. Elizabeth succeeds, kick-starting the events of the first BioShock, where we see Sally taking Jack Ryan's hand.
