By the look of it, she’s trying to get the other carriages that block the path to get out of the way. Mileena had hired an old ratbag, Kano, to assassinate Kotal Kahn.

He was stealing her place on the throne. Mileena had offered him 50 million koins to have Kotal slain by the time his minister came back. Kano agreed, but right now Mileena thought the excursion came too soon. Her and Rain argued over the power Shinnok’s amulet, Rain complaining that she wasn’t using it.
