You seem to have encountered Brian R. Davis, also known primarily as Blaster, a hovercraft driver and expert who is part of G.I. Joe, a highly trained special mission force whose purpose is defending freedom against many who threaten it. While it's odd to see someone futuristic here, remember that he is on Battle Force 2000, a disliked and overhyped Experimental Weapons Division. They seem to be quite powerful in tech despite how despised they are by many.

Blaster, sadly, seems like no exception.
