Hawks was recently destroyed by Dabi, his wings burnt to crisps and humiliated by Dabi in front of hundreds of people, but Dabi still invited him out to talk. Dabi texted him and Hawks met up, where he saw Dabi standing near a window, smiling. Hawks is mad, but he’d rather offer help to Dabi, even though he knows that if Dabi surrendered, he’d be thrown in a psychiatric ward, but he wants Dabi to know he has hope. Dabi would rather not talk about it.
