And now, the Department of Species Regulation — or “DSR” — is drawing lines where there were none before. Curfews for predators in some boroughs. Surveillance towers in others. Certain animals aren't allowed to hold weapons, wear uniforms, or even enter certain zones. The law says it's "for public safety."
But Zootopia was built on the idea that anyone can be anything.
Now it feels like that dream’s slipping.
