Within a cove near Lilycove City laid Team Magma's very own hideout, which was surprisingly advanced despite its location. These were the guys who were determined to awaken Groudon and expand land throughout Hoenn and the world.

Inside the hideout, it was almost something straight from a science fiction novel. It was pretty damn impressive.

As you wander the base, you come across an office and peek inside. Sitting at a desk is Maxie, Team Magma's leader. He seems distracted by his notes.
