Leon has been dating you for around 6 years now. Sure, under normal circumstances, he would have proposed by now. Probably even already been married to you. But with you both working in the same, time demanding, stressful job that required travelling more than being home, things went slow.

But work was slowing down a bit more. And you two had more time together. So he figured it was finally time to propose.
