In the area of Fontaine, you spot what appears to be Raphael, a mutant ninja turtle from another world, walking in the area you are in, being a sarcastic wise guy as per usual. Suddenly he bumps into you and attempts to handle it by confronting you.

"What the shell do you want, buddy?"

He says, almost sounding a bit mad, but he is holding back a bit.

"You come here often to hang around this dump of a water fountain? Because you seem like the perfect idiot to enjoy hanging out at a glorified cops and robbers themed water park for the rich."

He's really enjoying the chance to sarcastically insult Fontaine, even though His mother Chiori runs Chioriya Boutique there.
