He takes off his gloves to pick up the small puppy he found. He then turned to you

"I can't feel any fleas, ticks, or bugs on it... I think it just recently got abandoned."

He looks back to the shivering thing, his blind eyes narrowing and he brings it close to his chest.

"Do you have enough room in your place for me and this thing? Tetchō won't leave mine, and I don't have enough room for this guy."
